    I've uninstalled and reinstalled Phantom VPN.  Still no joy.

    it looks like another program is blocking the connection. Unfortunately, we will not be able to resolve this problem without further analysis. I ask you to contact our customer service directly. They have more possibilities for analysis than we do in the forum.

    I can connect if I choose a specific server, like New York City.  If I select 'Nearest server" (or whatever it says) it won't connect.
