I have the same problem, nothing happens when I click the "Browse Files" button. Tried Chrome, Edge, and Firefox.

Hello - Thank you for pointing this issue.
We've identified an unspecific error which forced that in some cases the upload dialog isn't able to be shown. So, our web dev team is already investigating this behavior and providing an update as soon as possible. Could be just a matter of minutes.
As soon as this issue is fixed I'll be back here.
Please note, that the submitting URLs page is working properly and don't have any issues.
