Does Avira Internet Security Disable HTA files?

In 2018, one user posted on superuser.com that he gets the message "This app can't run on your PC" when attempting to double-click a script with a .hta extension. That user had Avira installed. And now in 2021, I got a message from a user, trying to open an HTA script I wrote, showing that he got the same error message. He is also using Avira. The link to that discussion is here: https://github.com/LesFerch/WinSetView/issues/5

I got no other relevant hits searching the Internet for Avira and HTA or HTA and "This app can't run on your PC", so it seems an unlikely root cause, but I thought I better ask here because it's the only lead I have so far. Any help would be much appreciated.

  Hello,

  Well, sorry for the delay. We've investigated your request but sadly cannot provide a solution from our side as - even after a deeper investigation with our SLS - Avira isn't forcing this behavior.

  As this behavior is really common we would have this in our records if Avira would be the reason for it.

  Thanks for checking! I couldn't even recreate the error. I was able to set Windows to not recognize HTAs and therefore prompt for an application. I also saw that there is a GPO that will throw a "System administrator prevents..." type of message. But how to force "This app can't run on your PC", when an HTA is double-clicked, remains a mystery to me. If you have any ideas on this, please let me know. Thanks.
