Access system says 103% of allowed used, in reality I haven't used it yet

I wanted to see if this service would be worth buying, so I decided to try it. I try using it for the first time, and it says I've already used up all the allowed free access.  I have never even used the service at all, let alone used the entire monthly free limit, which is frustrating. How could I have used all the free service when I've never used it at all?
