Windows 7 Real-Time protection slowing PC

RTP is causing various programs to run slow.  Windows explorer is slow to load, then navigate through folders.  The OS gives the impression the program has crashed.

Google Chrome is slow to load along with websites being slower to respond.

Since the 13 October 2022 I've had to start temporarily switching off RTP and Web Protection to enable the swtor (Star Wars the Old Republic) launcher to load then launch the game.

I have done a complete un-install, scanned the registry - deleting references to Avira, re-booting then re-installing a fresh copy.   Version 1.1.76.2

The problem remains.  I've disabled the Archive and network drive scanning in the setup but to no avail.   The Avira AntiVirus Pro program also takes ages to do anything when opening from the toolbar icon.
