Phantom VPN free will not connect to the/any virtual location I want.

Phantom VPN free will not connect to the virtual location I want. I'm systematically redirected to a page proposing a paid version of he VPN. I presume i can connect, in principle, to wherever I should so desire ... or am I just totally wrong? Any help would be much appreciated.
