I can't order subscription (Payment not authorized)

I can not order my subscription the page says "Payment not authorized"

and tells me to reach the support team by e-mail or phone on this page. https://support.avira.com/hc/en-us

however, support page also tells me to buy a license in order to get support

I am stuck in a loop with reference code help.
