Suspect Avira Pop Up Maleware

I have an Avira pop up. Which has 

"X Avira" in upper left corner and the X close box does not work.  Upper right is bell/timer which hoover over seems to function but changes it to tiny shape that is unknown.  All of this is in grey color along top.

The entire window is not movable and not fully shown on my screen (maybe 90% is showing.  The text in the window is in a white box:

This seems very suspect and I want to know if it is virus/malware/adware or something from Avira.
