PWM passwords are gone after I set my Laptop back to factory settings

I recently reset my windows laptop and re-downloaded Avira and the Password manager. I logged into the PWM and put in my Masterpassword. I then looked at my Passwords and they where all missing except for my Adobe login.... I don't understand why that could be. I even tried to login with my other email but I found that it had no account yet so...

  You have backed up your data before the factory reset, e.g. for the password manager according to the following instructions?

  Please be so kind as to describe exactly which backups you made before the factory reset, after this we can give you concrete answers.
