Refund: Payment without my permission

I accidentally cancelled my account without downloading the software I "purchased"  without my permission. Following the refund procedures provided by the Support, I'm unable to find any useful information and there's no EMail address I can cantact for the refund. 

My reference number is 298xxxxxx
