Unable to remove old version of Avira Browser Safety (2.90 MB, 11/7/2015).

I keep getting an OS system incompatible error, and am unable to find a way to remove this:  I have gone through the community posts for the previous few years:  tried the Avira Registry Cleaner - it showed a bunch of "not found"  Tried safe mde, no help.  It is not on either Chrome or Firefox.  I may have had it on Internet Explorer (I don't remember back 5 years).  I'm running Windows 10.  A few months ago one of the posts referenced a Microsoft Tool for removing it - but the link returns a "page not found" 

I would appreciate some help.

  To fix the behaviour described, please run the Microsoft tool. Please note that this is not an Avira tool, but a Microsoft tool. Unfortunately, this tool is currently not available from Microsoft.
