Avira has taken over all permissions and quarantined certified windows tools

I figured I would give this antivirus a shot as it was great about 10 years ago.

Within 30 sec it put Windows Sysinternals in quarantine and won't let me take it out. It locked me out of my own system folders by changing the permission(WITHOUT MY PERMISSION). I am unable to restore the file from quarantine because I don't have permission. I uninstalled it and it did not restore the changes. 

How do I restore the damage this caused?
