I can't turn off the Windows Firewall

I have turned of the firewall in the Avira settings

But when I turn of it from Security>Firewall, it remains turned off only until I reboot the PC, and then the item returns to On

Here's what it looks like in Windows Defender after a restart

As you can see I use COMODO as a firewall, I don't need the Windows one.
