    Well, this sounds strange. Could you be so kind and provide these details at least:

    • Your current hardware setup (RAM, CPU, e.g.)
    • Details about your installed Avira version

    Thanks for the response.
    I de-activated Avira because it was a major contributor to the high resource usage.
    But the problem persisted so Avira was not the sole cause.
    The issue seems to have been caused by a recent Windows update to version 1909 which was incompatible with other software on my machine. 
    Once I had updated the BIOS and drivers and installed some additional Windows updates and stopped all unnecessary startup programs the problem was resolved.
    In the meantime I switched to TotalAV which has lower resource usage than Avira
