VPN vs WiFi Blockers

I’m in a country where google is blocked, and when I use my IPad VPN to access google it doesn’t work. I tried turning on the VPN manually from settings but it doesn’t work either, when I turn it on ,it automatically turns itself off. I can’t turn on VPN practically when using the WiFi but on my laptop I can, does Avira not support iOS or iPads a lot?!

  The WiFi blocks the VPN I think or maybe Avira have some problems?
