Two UAC windows Permissions pop ups every time pc restarted ?

As Per title  every time i turn on my pc i get Two UAC windows Permissions pop ups every time pc is restarted ?

uninstalled / reinstalled... even reinstalled windows 11 and am up to date latest version .  so what's going on ?
