how the heck do i uninstall this blank program from win 10

so i downloaded this program thinking it was free *false avertisement * 

then i tried to uninstall both from the uninstall icon in folder and from win 10 app remover 

yet task manager shows it still running and refusing to let me close it that way 

and every time i restart my pc  it just fixes itself back to my pc fully

  just an updated i reinstalled windows 10 to get rid of the virus known as avira
