Can't restore quarantined item

I have an important file in my external HDD, i have browsed similar posts but to no avail, the directory is still valid, as i saw a new file popped up when restoring in that directory, can someone help? It's a 7z file that is 1.2GB and i store some important stuff there, please help! Thanks!
