How to get access to a file still blocked after moved out of quarantine

Installing a game through Steam in Windows 10.
Avira quarantined the main game file automatically, no asking.
I immediately opened Avira and found quarantines and moved the file out of quarantine.
I was asked to exclude it from scanning and said yes.
Now I can't install further because the file is still blocked.
I can't delete it or anything.

  Restarting the computer, released the file.
