Real-Time Protection is stopped

Ever since I purchased Avira a couple of weeks ago I have not been able to start real-time protection I have re-installed rebooted ad nauseum to no effect.
Under Windows Security Providers Avira is turned off and I cannot turn it on. It asks for elevated permissions to start which I give but it does not start.

Did you purchase the licence in the Avira online shop?
Did you install it according to the following instructions?
You did not specify the Avira version. You write about a new installation. Did you follow these instructions (removal and reinstallation)?
Or according to the manual reinstallation?
